So you have some policy experience, and I have a working knowledge of both DOE and Charter Schools. I've been in education for 21 years and with charter schools since 2000.
Let's put our heads together a bit more to whittle down the language once we are both satisfied with the ideas. I think the constitutional language must be fairly broad to allow leeway in additional policy. I do not think it is supposed to lock-step furture policy decisions, but we'll cross that bridge when we get there.
Any luck rousing the tens of thousands of autonomy advocates?

I worked on a revision of Article X in the pbwiki. I'd like to have your feed back since we have been dancing around this autonomy issue.
